DOMESTIC POLICY  
       
 
Latvia is a constitutional republic. The constitution of 1991 suplements the 1922 law with basic rights and liberties. The legal system is based on civil laws and the government is parliamentary.
 
       
  BILATERAL RELATIONS WITH PERÚ  
       
 

Peru established diplomatic relations with the Republic of Latvia conserning ambassadors but not residents by signing a declaration 23 July 1996 in Stockholm.

The Peruvian Embassy in Helsinki is since April 2004 the office responsible of the Bilateral relation between Peru and Latvia. Previously this correspondence was carried out by the Peruvian Embassy in Stockholm. However Stockholm looks after the consular jurisdiction because the respective Supreme Decree has not been modified to this day.

The bilateral relation with the Republic of Latvia is of interest to both countries in order to fulfil their political connections with other democratic states and to diversify the economic liaisons and cooperation, particularly with other economies in the market.

In multilateral forums and organims, high level authorities of both countries meet on regular basis. The conjuncture is more appropriate for establishing institutional connections and in breaking ice for juridical milestones that create apropriate maintenance for bilateral relations. These include the promotion of contracts between public and private institutions that encourage commercial exchange.

The bilateral cooperation mainly exists in the mutual political support in international organisations. For example Peru has offered a number of grants to future Latvian diplomats in the Academy of Diplomacy of Peru. The Latvian authorities presented Miss Liga Brige as a candidate for the 2005 course. She participated in the scholarship in the period 2005-2006.

In 2003 Peru was the biggest Latin American exporter to Latvia with 4 millon€, exceeding Brazil, Chile and Argentina (mainly metal, copper sheets and textiles). The commercial balance was clearly favorable to our country as the imports from Latvia came to a mere 5000€. Currently they are favorable to Latvia as the bilateral commercial relations indicate a notable decrease in Peruvian exports.

It is worth to mention that very few embassies have offices in Riga currently. The majority corresponde with European countries and no Latin American country has an embassy in residence. However Costa Rica is proceeding to move her Embassy from Norway to Riga.

In March 2007 a delegation of Latvian business men traveled to Peru to participate a commercial forum as well as to establish contacts with Peruvian enterprises.

In 2007 during an international meeting taking place in Santo Domingo the Governments of Peru and Latvia signed two agreements: one of them on visa suppressions for diplomatic and special passports and another one on cultural cooperation.

 

 

 
       
  The Peruvian Honorary Consul in Riga  
       
 

The Peruvian Honorary Consul in Riga is Mr Juan Carlos Martínez Manjón, a Spanish citizen dedicated to immovable property business in Latvia, resigned two years ago. The Embassy is looking for suitable candidates for the post of honorary consul.

It is worth to mention that  the Peruvian Embassy of Finland does not have yet consular jurisdiction over Latvia despite being responsible for political, socio-economic and cultural aspects. We are waiting for the Supreme Decree modification to its jurisdiction.

The Latvian Government decided to open a Consulate in Lima with jurisdiction over the whole the country. Mr Raúl Santiago Lozano-Merino was presented as a candidate. Our ministry accepted the Latvian proposal on November 15. The Latvian authorities are in process of the official installation of the consulate and  the nomination of Mr Lozano-Merino. These are expected to be finalized during the second semester of 2005.
