In this section a general vision is presented of the Finnish cooperation policy. Finland supports many projects financially. At the beginning of 2004 there was a change in the point of view of the Finnish cooperation philosophy towards the countries of the Third World. At the moment the policy aspires to canalize 80 % of all resources through the European Union and only 20 % through bilateral contacts, fundamentally to eight prioritized countries: Ethiopia, Kenya, Mozambique, Nepal, Zambia, Tanzania, Vietnam and Nicaragua. Peru also receives cooperation as a transition country.
General information :
The policy change strives to prioritise multilateral action in the financing of cooperation projects over direct and bilateral cooperation, as marked on the ”White Paper on Development Policy 2004”.
Concerning Peru, the Finnish authorities have mentioned CAN (Comunidad Andina) to be a key entity in this new point of view (recall that the Finnish Ambassador residing in Lima is also concurrent with Bolivia). Commercial, cultural and academic areas form integrated parts of the new cooperation policy, as well as the possibility of interest-free concessionary credits with a 15-year term of payment.
Finland is mainly interested in the environmental sector, sustainable development and the endorsement of economic development through increasing trade.
In general terms, it is considered that between 1996 and 2003 Peru has received approximately 14 million US dollars from Finland as non-repayable cooperation.
In relation to the cooperation activities carried out by the Finnish NGOs in Peru and according to information gathered by the Embassy from Kepa, it can be shown that the 12 projects implemented by Finnish NGOs, of which there is accurate information, have inverted in Peru during the year 2006 circa 1.104,000 euros.
Cooperation in Latin America :
The Finnish cooperation policy, and especially the development aid, focuses mostly on eight countries of which only one is situated in Latin America: Nicaragua. A recent publication issued by the Finnish Ministry for Foreign Affairs titled “Financing Business Opportunities in Latin America and the Caribbean”, includes a table “Finnish Bilateral Overseas Development Aid Disbursements in Latin America and the Caribbean” in 1991-2001” in which Peru figures as second receiver of aid with 16,59 million euros, after Nicaragua’s 86,50 millions.
In addition, according to the figure in question, Mexico has received during the decade of 1991-2001 a total of 7,33 million euros, Argentina 1,17; Brazil 2,43; Bolivia 2,35; Colombia 1,17 and Cuba 1,39 million euros.

The project BIODAMAZ (Biological diversity of the Peruvian Amazon), that is
being implemented by Biota BD Oy based in Turku, the University of Turku and
IIAP (the Amazonian Rersearch Institute), has started in 1999 and will
continue until 2007. The Biodamaz project consists of two stages, Stage 1
1999-2002, and Stage II 2003-2007.
In general, the project BIODAMAZ aims at supporting the conservation and
sustainable use of biological diversity in the Peruvian Amazon via providing
technical assistance in developing regional strategies and actions plans on
biodiversity; via capacitation and training of regional and local
environmental authorities; via providing methodologies and tools for gaining
new biologican, geographical and geological information supporting land-use
planning and decision making on biological resources; and supporting to the
Allpahuayo-Mishana Reserve through capacitation to identify such means that
would enable sustainable use of biological diversity and development of
sustainable local economic activities to support local livelihoods in the
area.
The project BIODAMAZ (components 1 & 2) has thus developed the Regional
Biodiversity Strategy for the Peruvian Amazon, established the Amazonian
biodiversity database network (www.siamazonia.org.pe), and carried out a
large-scale base-line biodiversity analysis by applying remote sensing and
ground-truthing methodologies, covering all of Peruvian lowland Amazon (600
000 km2). This analysis will be a crucial base for the further development
of the conservation, management and land-use planning efforts in the Western
Amazon Region.
The component 3 of BIODAMAZ, Support to the Allpahuayo-Mishana Reserve, has
focused on capacity building and support for the sustainable use of
Amazonian biodiversity in the vicinity of Iquitos, applying conservation and
sustainable use practices in the Allpahuayo-Mishana Reserved Zone and in the
Botanical Garden-Arboretum El Huayo of the National University of the
Peruvian Amazon. The activities have included the establishment of the
ecotourism database network (www.siturismo.org.pe), which together with
SIAMAZONIA are the first national information systems focusing on
biodiversity in the Amazonian region.
Through Biodamaz, Biota BD Oy, the University of Turku and IIAP have
developed a strong and long-standing collaboration covering many national,
regional and local Peruvian research institutions, universities and
governmental and non-governmental organisations in the field of sustainable
use and conservation of biological diversity.

BIODAMAZ budget
The TOTAL BUDGET of the project Biodamaz stage 2 (years 2003-2007) is
3.050.000 euro.
This Biodamaz Stage 2 (3.050.000 euro) consists of two financial stages, of
which
Financial stage 1 is 1.765.000 euro (most activities focussing on
2003-2005), and
Financial Stage 2 is 1.285.000 euro (most activities focussing on
2005-2006).

CIMO North-South Higher Education Programme
The University of Turku applied funding through the CIMO North-South Higher
Education Programme in 2004 to initiate a student and teacher exchange
programme between the Universities of La Molina, San Marcos and University
of Turku.
CIMO approved the programme for the first funding stage (Aug 2004 - July
2005) with a volume of three incoming (from Peru to Finland) and three
outgoing (from Finland to Peru) students for one semester as well as one
teacher exchange per country.
The incoming students are from La Molina Ms Claudia Caceres and Ms Svetka
Kuljich, who both have arrived to Finland in January 2005 to study at the
University of Turku for the spring semester. They have both received through
CIMO/ University of Turku Faculty of Mathematics and Natural Sciences a
4.800 eur grant consisting of travel grant (1.200 eur) and a monthly
scholarship (600 eur/month). The third incoming student from San Marcos has
been selected to be Ms Karen Eckhardt, whose application is still under
processing. The grant amount is the same as above.
The outgoing students from the University of Turku are: Ms Petra Mikkolainen
(La Molina), grant 3.200 eur (1.200 eur travel grant and 400 eur/month
scholarship); Ms Tiia Haapaniemi (San Marcos, grant 3.200 eur); and Ms Henna
Rouhiainen (San Marcos; grant 3.200 eur).
The University of Turku has applied a continuation of the CIMO North-South
Higher Education Programme for the adademic year 2005-2005 in a call that
had a deadline at the end of January 2005. We hope very much that this newly
launched programme could continue, as we have good collaboration between the
participating institutions, and we think that this exchange will greatly
benefit both sides and provide an important means of widening the activities
between Finland and Peru in the sectors of education and environment. |
